Governance
For more than a decade, proposals for alternative governance of L.A. County Department of Health Services (DHS) have faced support and opposition. Some believe that new governance will promote system-wide planning, lead to better decision-making, improve efficiency and expand revenues. Others feel that reform will not solve the underlying problems facing the system. Given L.A. County DHS’ projected budget deficit, the implementation of alternative management may move this system toward solvency.
