This paper analyzes some of the potential ways to achieve major health reform, ranging from Single Payor to Shared Responsibility to Individual Mandate. This paper discusses the three options for California are to seek a federal 1115 waiver: 1) Great big waiver, 2) Middle-sized waiver and 3) Hospital Selective Contracting waiver and whether we should seek a federal waiver to help us get started and build our own momentum if and when federal reform passes.
