Report looking at the possibility of blending a statewide 1115 Medicaid waiver and federal matching to pay for Medicaid coverage for California's Medically Indigent Adult (MIA) population. MIAs are typically low-income working individuals or couples with no disabilities and no minor children, living at home, and ineligible for public or private health care coverage. California pays for care to the MIAs through its 58 counties with a mix of state, county and sometimes federal funds. However, the county programs are poorly funded and are facing increasing demands for care with diminishing resources.
