Report providing recommendations for the next Section 1115 Medicaid Waiver. The waiver offers an opportunity for the State to improve the health of low-income, uninsured and Medi-Cal patients and to prepare California's health care safety net delivery system for broader reform at the national level. CAPH recommends that the next waiver be designed to support and strengthen the health care safety net; expand coverage to low-income Californians; reform the health care safety net delivery system through the further development of medial homes and coordinated care; and contain cost growth.
